COMMODORE’S REPORT

 

This will be my last article as your Commodore. Thanks to one and all for your support, suggestions and help this past year. It has been a quiet year, especially after last year where we had the harbor reconfiguration project going on. We took care of many internal issues that needed handling and kept the club on an even keel even with the rough times due to the recession.

We are diversifying the Change of Watch this year and I hope you will attend. It should be a lot of fun what with gaming tables and a chance to win many great prizes.


The program will be short so there will be more time for fun. Please sign up if you have not already done so.

Blustery Greetings from the Harbor!  

Mooring Safety 

As most of you know, High winds buffeted our harbor for two days in late October…coming after two significant rain events.  Please check out your dock lines.  Install spring lines to keep your boats’ bows from overhanging onto the main docks.  In addition, check out your canvas (dodgers, biminis, etc), to make sure all is secure.  Sailboats:  “Locking” your roller furling with a couple of loops around the jib, and securing the sheets will also help keep the sail from “coming adrift” in an expensive manner! 

Around the Docks 

Progress continues to evaluate our harbor for ongoing and future maintenance needs. We continue to focus on replacing severely splintered decking.   We are also taking a close look at maintenance needs and proposed repair projects.  Craig and Brent have noted failing Trex® decking.  Craig is communicating with the supplier for resolution. 

The next big project is to replace the connecting walkway between Docks Four and Five.  This work should take place in November. 

ACS Marine provided a set of kayak racks without charge.  The intent is to test the racks on OYC’s docks.  The racks are custom made so it may be possible to request modifications to fit OYC’s specific needs. Each rack holds three kayaks and can be mounted on the shore side of an interconnecting dock.   

Harbor Committee 

The Harbor Committee, meeting at 7 P, the first Thursday of every month except August will continue to address the above issues as well as others.  Your input and participation are always welcome.  Don’t forget to fill out Fix-it tickets, as appropriate for needed repairs.  Blank forms are maintained just outside the Club Manager’s office. 

The next Harbor Committee meeting is scheduled in the Regatta Rm., at 1900 (7P), on November 5, 2009.  In addition to dinghy/kayak storage, and future plans for Dock One, significant agenda items continue to be:  Priority for repairs /reconfiguration; monthly harbor inspections; finances; and the items noted above.  Safety and security continue to be primary issues.  

Lengthening Boats. 

Some of the boats in our harbor seem to be growing in length…generally through the addition of dinghies on davits, extended anchor holders, etc.  The Harbor Committee will be organizing a work party to re-measure these boats. 

Dinghies. 

Some harbor tenants have moored dinghies within their berths.  Others have installed racks to perform the same function.  Please send a letter to the Harbor Committee for approval of dinghies stored in berths.  You may have already received approval to do so in the past, but there is no record of this.  The letter should include a sketch of what you have constructed or intend to do in your berth.  The purpose of this action is to insure that there is no negative impact on our docks and dinghies do not intrude into the harbor fairways.  

Dock One.   

Dock One.  The Dock One Subcommittee continues work with Encinal Yacht Club (EYC) concerning future plans for Dock One.  Tom Charron, Bob Steffensen, and Sandy Jacobson continue work to develop a new draft agreement.  The existing agreement with EYC expires in April 10.   

OYC Committees  

I am continuing my efforts to recruit and select chairs and members of our committees for 2010.  Please let me know if you would like to serve on the following committees:  Social, Publicity & Public Affairs, Budget/Finance, Commodores, Risk Management, Merchandise, Cruise, Directory, Investment Review, Parliamentarian, Reciprocity, and Sunshine.

2009 Accomplishments:  It’s hard to believe that almost a year has gone by and the many items the House Committee has completed this year:

      -Washed and replaced burgees in the dining room

      -Replaced fading Staff Commodore photos

                   (Thank you – Mike Russell)

      -Improved name tag board

            (Thank you – Bob Steffensen)

         -Replaced and cleaned plants on first floor entry area

      -Updated Christmas decorations and replaced Christmas

             Trees

      -Re-upholstered bar stools and refinished wood chairs in bar

                (Thank you Carmen Konkle and Ladies Luncheon fund)

        -Added doors in men’s restroom

                (Thank you Fred Joyce who volunteered is time, 

               materials and superb craftsmanship for this effort) 
 
In addition the House Committee experimented with several activities to help improve member use of the House including:

      -Offering Ballroom dance instruction on Friday nights

      -Extending hours of bar service to include Sat. afternoons

      -Dock parties

      -July 4th celebration and OYC water games

      -Friday night music

November Social Committee News 

Happy Halloween from the Social Committee

Tomorrow is November 1, and we gain one hour of sleep, and I think everyone is going to need it after tonight.   It is fun when Halloween comes on a Saturday, party for three days. 
Change of  Watch is our next big soiree, November 14 and it is going to be a Monte Carlo Casino Gaming event.  You will think you are in Monaco on the shores of the Mediterranean watching all of the women in their ball gowns. 

November brings us Veteran’s Day, which actually used to be called Armistice Day. November 11, 1918 world war 1 officially ended.  On this day we honor our military veterans.  Did you know that on June 1, 1954, President Eisenhower signed legislation to change the name from Armistice Day to Veterans Day?   So at 11:00 am on that day, 11/11 we spend 2 minutes in silence to honor our military veterans.

Enough history……..
December 5th, our annual lighted yacht parade.  Fun for all.

From the Race Deck: 

November.

Greetings OYC Racers! With another successful racing season behind us, I hope you'll all join me in thanking Sheldon and Jane for their outstanding job on the race committee this year. I will be taking over the race committee duties next year. Sheldon and Jane have graciously offered to assist me with the Sunday Brunch series, but after that they really will step down so that they can race their own boat.

I agreed to take the job of Race Chair because I have been racing at OYC for many years, and I have benefited from the hard work of those who came before me. I hope I can do as good a job as they did. There is always room on the race deck for another volunteer, so if you'd like to share your experience running races or learn how the race committee operates, please join us.

We have a full schedule of racing next year. The Sunday Brunch series will start on January 3, so mark your calendars now! No surprises when you flip the page on January 1 and discover that you're racing two days later. We plan to run a series of practice races on January 2. The practice races are an ideal learning opportunity for new racers, old racers, and, most importantly, for the race committee. There will be three weeks between the first and second Sunday Brunch races to avoid any conflicts with the Island Yacht Club winter series, and will continue every other week thereafter through March 7.

The complete racing schedule for 2010 is as follows:

Sunday Brunch Series: Jan 3, Jan 24, Feb 7, Feb 21, Mar 7

Rites of Spring: March 20

Sweet Sixteen Series: Wednesdays, May 5 - Jun 23, July 28 - Sept 15

Schreiber Cup, Saturday, Sept. 18

Wallace Cup: Saturday, Oct 2

In addition, OYC participates in the InterClub races, which take place on the second Saturday of the month from April through September and feature central and south Bay race courses. OYC will host the InterClub race on June 12.

Oakland Estuary – Alameda Bridge Opening Changes Proposed

Alameda County has proposed a regulation change for the Estuary drawbridges; 33 CFR 117.181, Federal Docket Number USCG-2009-0803. Current and proposed changes follow: 
 

Existing Regulation:

The draws of the Alameda County highway drawbridges at Park Street, mile 5.2; Fruitvale Avenue, mile 5.6; and High Street, mile 6.0; and the US Army Corps of Engineers railroad drawbridge, mile 5.6 at Fruitvale Avenue, shall open on signal; except that, from 8:00 am to 9:00 am and 4:30 pm to 6:30 pm, Monday through Friday except Federal holidays, the draws need not be opened for the passage of vessels.  However, the draws shall open during the above closed periods for vessels which must, for reasons of safety, move on a tide or slack water, if at least two hours notice is given. 
 

Proposed Regulation:

The draws of the Alameda County highway drawbridges at Park Street, mile 5.2; Fruitvale, mile 5.6; and High Street, mile 6.0; and the US Army Corps of Engineers railroad drawbridge, mile 5.6 at Fruitvale Avenue, shall open on signal between the hours of 9:00 am and 4:30 pm and upon 4 hours advance notice between the hours of 4:30 pm and 9:00 am.  During Interstate rush hours, 8:00 am to 9:00 am and 4:30 pm to 6:30 pm, Monday through Friday, except Federal holidays, the draws need not be opened for the passage of vessels However, the draws shall open during the aboverush hour periods for vessels which must, for reasons of safety, move on a tide or slack water, if at least four hours notice is given to the bridge owner.  The draws shall open as soon as possible for vessels in distress and emergency vessels, including commercial vessels engaged in rescue or emergency salvage operations. 
 

PICYA and RBOC are following up on these changes and the impacts to recreational boaters gaining access to Aeolian and other Alameda yacht clubs.  This would be damaging to Aeolian boaters leaving and returning to our harbor, to cruise ins to our club as well as impact greatly those traditional events and activities that we have participated in such as the “Round the Island” cruise ins each New Year’s Day.  Please send your oppositions to these changes in writing to Commander (dwp) Eleventh Coast Guard District, Bridge Section, Bldg 50-2 Coast Guard Island, Alameda, CA 94501. The comment period is now open and will continue for 90 days after the entry into the Federal Register.  The Coast Guard is encouraging us to write now. 
 

Recreational Boaters of California (RBOC) – Call to Arms

RBOC is urging boaters to take action against legislative proposals to place gates across popular boating waterways in the Sacramento San Joaquin Delta.  The current proposal is to place gates across Old River and Connection Slough in the Delta.  RBOC encourages boaters to contact your local legislators on the Senate Natural Resources and Water Committee and the Assembly Water, parks and Wildlife Committee.  The primary points in opposition to these gates is that the structure and function of the gates do not provide reliable recreational boating access and the initial operational scenario calls for the gates to be closed for short periods December through February and for moderate periods March through June.  We find this unacceptable.  Please call, email or write your legislators today!  More information and sample letters are available on the RBOC web site: www.rboc.org
