The state budget process is a very detailed, uncontrollable, opaque, and often partisan process. However, many of the environmental, health, and public service issues that we care about are directly tied to this process. As part of Conservation Council's legislative advocacy, we focus on ensuring that key environmental, public health, and conservation programs are actually funded in the state budget. This includes lobbying for a wide variety of issues, including full funding of the Clean Water Management Trust Fund to protect our clean water resources, fighting for adequate funding for the Department of Environment and Natural Resources to effectively enforce our environmental rules, arguing for the idea that "polluters should pay" their share of clean up costs.

Green Budgets make budget recommendations for new programs and expansions, reallocations, the continuation of existing programs, or the slashing of programs that negatively affect the environment that can help guide the General Assembly's decision-making and protect our air, water, land, and public health. Conservation Council believes that it is within our long-term interest to make investments now in all of our environmental programs. The result of investments like these can be stronger economic performance, a healthier environment, and a brighter future for all North Carolinians.
