640x480 Test Frame

This frameset roughly simulates the "graphic safe" area on a computer running at 640x480 resolution, as outlined in the Yale Style Manual. I had to fudge it a bit because their measurement is to the inside of the vertical scrollbar, and the frame's width is measured to the outside of the vertical scrollbar.
